Links in port should open as a modal like arc experience

The goal is to keep the first screen context while allowing users to explore deeper journeys in the Portal.
when users click on an entity link in the catalog or entity page they might want to explore for a little but keep the original screen context. so we can copy arc exprience of opening tabs in a modal and then you can expand it if you want or go back to the original context.

Helping the user maintain context can be incredibly helpful - Azure DevOps offers a similar perspective (see examples of navigating from your backlog view and then having to intentionally choose to open a specific work item as the new page context).
These two other feature requests feel similar in their desire to help the user quickly and easily move around the interface:
- breadcrumbs should be links
- Have back button in catalog entity view take you back to the catalog
