Currently, Terraform provider does not allow managing permissions of blueprints and actions. It would be great to manage everything in one tool - blueprints, entities, actions, as well as its RBAC

Our Terraform provider supports now blueprints permissions as well :)

We just added the ability to manage action permissions via Terraform! See the docs here. We will keep updating you as we expand the RBAC management with Terraform
