The idea is a UI that will show the user all the possible operators, and build rules easily for a new scorecard.

You can now easily build and update scorecards and rules using a dedicated form on the Scorecards tab in your data model page. Start by expanding a blueprint and selecting Scorecards ✨

This would be a huge improvement. It makes creating scorecards a bit daunting for end users (specifically engineering managers) who just want to track team progress on initiatives.
